| Launch of Major Measurement Research Initiative |

Bersin & Associates is conducting new research
on best practices in the measurement of corporate
learning.
Learning Measurement is an important topic. In our
November 2005 survey of research members, 80% of
respondents told us they want help
implementing a scalable process to measure learning
effectiveness, program efficiency, and business
impact.
Our upcoming training measurement study will
examine this important area. It includes a review of
key areas to measure; best practices in the
measurement of program utilization, efficiency and
impact; a review of training analytics solutions; how
to organize and staff the measurement function; and
lots of examples which you can immediately apply to
your organization. We expect this study to be
completed in the Spring of 2006.

AnalystWhile competency-based training has
always been recognized as ideal, it has had limited
practicality. The top-down approach to training fell
out of favor in the late 90s and early 00s when
economic factors stressed business and organizations
could or would not support the long-term
commitments required.
But the pendulum is now swinging back. Shifting
workforce demographics, a looming brain drain
caused by boomer retirements, and economic growth
are forcing organizations to recognize the need for
talent management. Cost-effective learning
management systems now make it much easier to
store and manage the data required to assess,
categorize, and match competencies and associated
skills to learning.
But, while research shows this trend is growing, it’s
not practical for organizations to completely abandon
the commonly used “problem-based” approach to
training. Problem-based training focuses on
operational and functional challenges that require
immediate intervention. In many learning
organizations, performance consultants are assigned
to business units to diagnose urgent business
problems, identify associated skills and information
gaps, and develop and launch remedial programs.
In upcoming research and articles, we’ll be exploring
practical approaches to competency-based training
and discussing how this approach can efficiently
complement traditional problem-based training.
